Utqiagvik and North Slope Business Licences: The $150 City Licence

Utqiagvik and North Slope Business Licences: The $150 City Licence

If you plan to work or sell inside Utqiagvik city limits, you will deal with two separate licenses: the Alaska state business license and a City of Utqiagvik general business license. The state license comes first. The city will not issue its license without a copy of your valid state license, so the order matters. This guide covers the sequence, what each license costs, and the points where North Slope operators most often get stuck while searching for a Utqiagvik business license.

This article is informational, not legal or tax advice. Confirm current fees, forms, and deadlines with the agencies named below before you file. For complex situations, including contracts with oilfield operators or village corporations, talk with a qualified attorney or CPA.

What You Need Before You Start

  • Your legal business name and entity type (sole proprietorship, LLC, corporation, or other). If you have not formed an LLC or corporation yet, see Step 1.
  • A plain-language description of what you will do in the city. Note any regulated activity, such as alcohol, food, or a licensed profession, because those may need separate approvals.
  • A physical work location in Utqiagvik and a mailing address.
  • A payment method for the state fee ($50 for a one-year license) and the $150 city fee. Ask the City Clerk which payment methods the city accepts.
  • Your Alaska business license number once issued, since the city requires a copy.
  • A calendar reminder for December 31 each year, the date after which the city late fee applies.

Step by Step: Getting Your Utqiagvik Business License

  1. Confirm your legal structure first. Alaska has no Secretary of State. Business entities are filed with the Corporations Section of the Alaska Department of Commerce, Community, and Economic Development, Division of Corporations, Business and Professional Licensing (DCCED CBPL). An LLC files Articles of Organization (Form 08-0484) for a $250 filing fee. A corporation files Articles of Incorporation (Form 08-0400) for the same $250. The LLC name must include Limited Liability Company or an abbreviation such as LLC, and it may not use Inc. Online filings post immediately. Hardcopy filings take 10 to 15 business days from March through September and longer from October through February. If you already operate as a sole proprietor, skip to Step 2.
  2. Get the Alaska state business license. Under AS 43.70, you must hold a state business license before you engage in business activity in Alaska. The new application is Form 08-4181 and costs $50 for one year or $100 for two years. Renewal is Form 08-4617 at the same fees. The only endorsement is a $100 per location tobacco endorsement, and occupations regulated under AS 08 also need a professional license. Start at the DCCED Corporations page.
  3. Register any trade name you will use. If you will operate under a name other than your legal name, you may file a Business Name Registration (DBA) with the Corporations Section, which is optional. The fee is $25 on Form 08-557, with a $25 renewal on Form 08-560 in the fifth calendar year between October 1 and December 31. An entity already on record with the Corporations Section has exclusive rights to its own registered name and only needs a DBA to operate under a different one.
  4. Contact the City of Utqiagvik Clerk before you apply. The City of Utqiagvik general business license is $150 per year. A $100 late fee applies after December 31. This is the highest general city fee among the Alaska cities covered here, so budget for it. Call the City Clerk at 907-852-5211 to confirm the current application form, the license year, and how to submit it. Confirm the figures before you rely on them, because they come from the city's published application.
  5. Check with the North Slope Borough. Utqiagvik sits within the North Slope Borough, which is a borough, not a county. We did not find North Slope Borough business licensing or tax requirements in a primary source. Do not assume there are none. Ask the borough and the City Clerk in the same call, and get the answer in writing if you can.
  6. Submit the city application with your state license copy. The City will not issue its license without a copy of your valid Alaska business license, which is why Step 2 comes first. The city application we reviewed sets no ownership or Native preference criteria, so the city license itself does not depend on who owns the business. Contracts with village corporations or oilfield operators may still set their own requirements, so check those with the buyer.
  7. Check sales tax and bed tax separately. Alaska has no state personal income tax and no state sales tax. Many cities and boroughs do levy local sales tax, and some levy bed tax on lodging. Do not generalize from other Alaska towns. It is not confirmed whether Utqiagvik or the North Slope Borough levies either tax. Utqiagvik is not on the Alaska Remote Seller Sales Tax Commission (ARSSTC) remote seller member list, so do not assume the ARSSTC process covers sales into the city. Confirm with the City, the borough, and the Alaska Department of Revenue, Tax Division at tax.alaska.gov.

Alcohol Rules If You Plan to Sell Alcohol

Utqiagvik is reported as damp under local option rules. A local option ban on sales is in effect, but residents may import alcohol under a permit system, according to reporting in the Arctic Sounder from 2024 to 2025. Check the current status on the AMCO local option list before you plan any sales or events. The local option status is a question for the Alcohol and Marijuana Control Office, not something to settle from a news article.

For a new LLC that will operate in Utqiagvik, the state license (one-year term) and the city license alone cost $200 in the first year, before any entity filing, endorsement, or tax obligation. Confirm any North Slope Borough or local tax amounts with the agencies, since we did not confirm them.

Common Mistakes to Avoid

  • Applying to the city first. The city needs your valid state license copy. Get the state license number before you submit anything.
  • Assuming Utqiagvik works like Anchorage, Ketchikan, or Homer. Those cities do not require a general local business license. Utqiagvik does, so do not skip the step because a neighboring city did not require one.
  • Missing the December 31 deadline. The $100 late fee is added on top of the $150, so a late renewal costs $250 for the city alone.
  • Using Inc. in an LLC name. An LLC may not use Inc. in its name, and a name that is not distinguishable on the record will be rejected.
  • Naming an LLC as your registered agent. An LLC, LLP, or LP may not serve as a registered agent, and an entity cannot be its own agent. Use an Alaska resident individual or an authorized corporation.
  • Forgetting the biennial report. LLCs and corporations file a biennial report every two years, not annually, and the report is due January 2. Late penalties apply after February 1. The initial report has no fee and is due within 6 months of formation.
  • Treating the borough as settled. We did not confirm North Slope Borough licensing or tax rules in a primary source. The absence of a published rule is not proof that nothing applies.

Expected Results

If you complete the steps in order, you should end with an Alaska business license number, a City of Utqiagvik license for the current license year, and a renewal calendar that covers the December 31 deadline and any biennial report dates. Online state filings typically post immediately, which may help you move quickly once your paperwork is ready. Because the city's current processing time and the borough's requirements are not confirmed, treat those two items as the ones to check directly before you advertise, bid, or sign a contract.

Get Professional Help for Complex Cases

A single-owner business with a simple scope can usually handle the state and city steps alone. Talk with an attorney or CPA if you are forming a multi-owner entity, subcontracting to a village corporation, selling to oilfield operators under master service agreements, or collecting any local tax. Those situations can carry obligations that a license alone does not address.
